Panaji, Goa: Reinforcing its vision of becoming a leader in inclusive, AI-powered governance, the Department of Information Technology, Electronics & Communications (DITE&C), in collaboration with the Digital India BHASHINI Division, organised the ‘BHASHINI Rajyam State Engagement Workshop (Goa)’ in Panaji on 17th July 2026.
The workshop focused on identifying multilingual Artificial Intelligence (AI) use cases that can transform citizen service delivery while showcasing the ongoing development of Goa’s Konkani Large Language Model (LLM).
The inaugural session was attended by Hon’ble Minister for Information Technology, Electronics & Communications, Shri Rohan A. Khaunte, Kabir Shirgaonkar, Director, DITE&C, Praveen Volvotkar, Managing Director of InfoTech Corporation of Goa Ltd., Amitabh Nag, Chief Executive Officer of the Digital India BHASHINI Division, along with senior government officials and representatives from various departments.
Addressing the gathering, Rohan A. Khaunte highlighted Goa’s commitment to making Artificial Intelligence accessible for every citizen.
“Today, we’re witnessing Goa’s AI vision steadily translate from a roadmap into reality. By collaborating with the BHASHINI Division, we’re ensuring that every Goan, regardless of linguistic barriers, can seamlessly interact with public systems in Konkani. This is about democratising emerging technologies like AI to directly benefit our citizens and build a truly inclusive, future-ready digital economy,” he said.
Amitabh Nag, CEO of the Digital India BHASHINI Division, spoke about the transformative potential of multilingual AI across governance.
He explained that AI can empower citizens to interact with government services in their preferred language, whether by filling out government forms through voice commands or accessing public services without language barriers.
Live Demonstrations of AI in Governance
A major attraction of the workshop was the live demonstration of BHASHINI’s multilingual AI capabilities.
Participants witnessed how spoken English could be instantly transcribed, translated, and converted into spoken Konkani in real time. The BHASHINI team also showcased AI-powered tools such as Chitraanuvaad, Vaanianuvaad, and Lekhaanuvaad, demonstrating their practical application in government communication and citizen services.
Officials were also introduced to:
- National Hub for Language Technology (NHLT)
- Shabd Udyan multilingual glossary platform
- BHASHINI website plug-in supporting 22 Indian languages, including Konkani
- Official BHASHINI mobile application
Building a Konkani AI Ecosystem
The workshop also served as a platform for government departments to identify practical AI-driven solutions that can be implemented across public services.
As part of a strategic Memorandum of Understanding (MoU) between DITE&C and the Digital India BHASHINI Division, Goa is developing a Konkani Large Language Model (LLM) in collaboration with the Directorate of Higher Education and the Directorate of Official Language.
The initiative aims to enable citizens to access government services and interact with digital platforms seamlessly in Konkani, strengthening inclusive governance while positioning Goa as a leading testbed for multilingual AI applications in India.
With initiatives such as BHASHINI and the Konkani LLM, Goa continues to accelerate its digital transformation journey, leveraging Artificial Intelligence to deliver smarter, more efficient, and citizen-friendly governance.
