Goa and Norway Strengthen Ties to Collaborate on Technology, Tourism and Creative Industries

Goa deepened its global engagement as a high-level delegation from Norway visited the State for a roundtable hosted by the Department of Information Technology, Electronics & Communications (DITE&C), in collaboration with the Department of Tourism. The interaction focused on exploring partnerships in technology, tourism, creative industries, skilling, cybersecurity and sustainability. The discussions were held in the presence of Hon’ble Minister for Information Technology, Electronics and Communications and Tourism, Shri Rohan A. Khaunte, alongside senior officials including Kabir Shirgaonkar, Director of DITE&C; Dr. Milind Sakhardande, Joint Director, DITE&C; Dr. Gavin Dias, General Manager (Marketing) of GTDC; Shri D. S. Prashant, CEO of Startup and IT Promotion Cell; and representatives from Kilowott. The Norwegian delegation featured key leaders such as Trond Skundberg, General Manager of NICCI; Christian H. Engh, CEO of the Norwegian Cybersecurity Cluster; Monica Skjellen-Larsen, Advisor at Gjøvikregionen Utvikling; Bjørn Aspøy, CEO of Smart Farm AS; Sheraline Rocha, Head of Strategic Partnerships at Nordic Intent; Aditya Prabhugaonkar of Kilowott; Yeshtesh Shirodkar of Consstruct; and Prabha, Director at NICCI.

Hon’ble Minister Shri Rohan A. Khaunte emphasized that Goa is increasingly shaping a development model that brings together technology, creativity and sustainable tourism. He highlighted ongoing initiatives ranging from electronic manufacturing and AI skilling to a robust startup policy that positions Goa as an attractive destination for global collaboration. He further noted that the State’s tourism strategy is increasingly focused on technology-enabled experiences, immersive storytelling and climate-conscious practices. He reiterated that Goans must remain central beneficiaries of any international partnership, with opportunities for employment, entrepreneurship and skill development.

Christian H. Engh, CEO of the Norwegian Cybersecurity Cluster, explained why Norway considers Goa a strategic partner. He underscored that Norway, one of the world’s most digitised nations with strengths in renewable energy, electric mobility and advanced technology, is now looking toward India to address talent needs and co-develop scalable innovations. Engh stressed that Goa’s commitment to sustainability, clean mobility and future-ready tourism strongly aligns with Norway’s priorities. He further noted that aquaculture technology—an established strength of Norway—offers promising potential for joint initiatives with Goa.

The roundtable also included a presentation by Shri D. S. Prashant, CEO of the Startup & IT Promotion Cell, who discussed Goa’s evolving startup ecosystem, strong policy environment and emergence of a creative-tech landscape that combines design, technology and innovation. This was followed by a detailed briefing by Dr. Gavin Dias from GTDC, showcasing Goa’s tourism strategy and its increasing emphasis on sustainability, wellness, Ayurveda, medical tourism, heritage conservation and biodiversity-driven travel. Investment opportunities in hospitality, experiential tourism, charter operations and research-based collaborations were also highlighted.

During the interaction, the Norwegian delegation outlined several actionable areas for future collaboration. These included university partnerships, academic and incubator exchanges, talent mobility programmes between Goa and Norway, research-led collaborations and the introduction of international diver certification programmes. The delegation also discussed strengthening the NICCI network in India and leveraging Norway’s global expertise in aquaculture, marine technology and clean energy to align with Goa’s emerging opportunities in these sectors.

As Goa accelerates its work in technology, creative industries, skilling and sustainable tourism, the engagement with the Norwegian delegation underscores the State’s readiness for global partnerships. The discussions highlighted the mutual interest of both regions in shaping future-oriented initiatives anchored in innovation, sustainability and shared growth.

Goa marked a moment of pride as Chief Minister Dr. Pramod P. Sawant felicitated the ICAR–Central Coastal Agricultural Research Institute (CCARI) for securing the First Prize – Joint Winner in the prestigious National Water Awards 2024.

The award, presented by the Ministry of Jal Shakti, recognizes outstanding contributions to water conservation and sustainable water resource management under the category “Best Institution (Other than School & College – Inside Campus).” The accolade reflects ICAR–CCARI’s dedicated efforts in research-driven initiatives, innovative water-saving practices, and long-term strategies that strengthen water sustainability within the coastal agricultural ecosystem.

Chief Minister Sawant expressed appreciation for the institute’s consistent commitment to scientific excellence and its role in promoting responsible and efficient water use. The recognition not only brings honour to the state of Goa but also highlights the institute’s impactful work at a national level.

The achievement stands as an inspiring example of how research institutions can contribute meaningfully to addressing India’s water challenges while advancing agricultural progress.

Goa CM Pradmod Sawant Congratulates PACT Foundation Scholars Selected for QS Youth Impact Summit 2025in London

Hon’ble Chief Minister of Goa, Dr. Pramod Sawant, met the three winners of the PACT Foundation’s Scholar Programme who have been selected to represent Goa and India at the QS Youth Impact Summit 2025 in London, UK. The meeting, held at Mahalakshmi, Altinho, underscored the State Government’s encouragement of youth leadership and sustainability-focused initiatives for Goan students. During the interaction, the Chief Minister warmly congratulated the students and emphasised the increasing importance of sustainability research, environmental stewardship, and youth-led innovation. He urged them to make the most of this rare global opportunity, explore best practices in London, and return with ideas that could contribute meaningfully to Goa’s development. He encouraged them to learn deeply and bring back knowledge that would benefit the community.

PACT Foundation, a Goa-based NGO working to uplift the education sector, has been leading several school-upgradation and youth-development initiatives across the state, including the Happy School Project. As part of its mission to empower young Goans, the foundation conducted the PACT Scholar Programme for the QS Youth Impact Summit 2025 through a statewide college competition followed by rigorous interviews. From this process, three exceptional students were selected to represent Goa at the global summit: Ms. Sumaiya Khan from St. Xavier’s College, Mapusa; Ms. Andrea Cardoso from Rosary College of Commerce and Arts, Navelim; and Ms. Raisa Mariette Pinto from V. M. Salgaocar College of Law, Panaji.

Dr. Ashwin Fernandes, Founder of PACT Foundation, briefed the Chief Minister on the organisation’s broader initiatives in Goa and its commitment to empowering young Goans under the Yuva Shakti movement, aligned with the national vision of nurturing globally aware, socially responsible youth leaders. The Chief Minister presented certificates of recognition to the three students and extended his best wishes as they prepare to represent Goa on the global stage. The event was also attended by PACT Foundation members Ms. Amelia Ferrao, Co-Founder, and Mr. Darryl Fernandes, Project Executive, marking an inspiring moment for youth empowerment in Goa.

Dr. L. Murugan Inaugurates IFFI 2025 Masterclass Series, Spotlight on AI, Sustainability & Women-led Cinema

The 56th International Film Festival of India (IFFI 2025) opened a significant chapter today as Union Minister of State for Information & Broadcasting and Parliamentary Affairs, Dr. L. Murugan, inaugurated the festival’s prestigious Masterclass Series at the Kala Academy in Goa. This year marks a historic milestone with the Masterclass inauguration being held for the first time in the presence of the general public, reflecting IFFI’s vision of fostering greater accessibility, openness, and participation from film enthusiasts across all walks of life. Distinguished dignitaries including Secretary, Ministry of Information & Broadcasting Shri Sanjay Jaju, Joint Secretary Dr. Ajay Naghbhushan, National Film Development Corporation Managing Director Shri Prakash Magdum, celebrated filmmaker Shri Muzaffar Ali, and noted film personality Shri Ravi Kottarakara graced the occasion, reinforcing the festival’s stature as a global platform for cinematic dialogue and innovation.

In his inaugural address, Dr. Murugan emphasized India’s expanding cultural footprint, noting that more than 200 films from around the world will be screened at this year’s festival. He highlighted that IFFI 2025 aligns with India’s journey toward Viksit Bharat, showcasing the nation’s creative evolution on the global stage. Underscoring the government’s commitment to Nari Shakti, he shared that 50 films directed by women will be showcased, reflecting the growing prominence, participation, and excellence of women filmmakers within the industry, inspired by the vision of Prime Minister Shri Narendra Modi.

The Masterclass Series has drawn participants from multiple countries including Australia, Japan, Germany, and Canada, emphasizing its widening global reach and relevance in contemporary filmmaking. This year’s edition promises a rich spectrum of learning opportunities through panel discussions, interactive workshops, roundtable sessions, fireside chats, and interviews designed to deepen understanding of the craft. Acclaimed film personalities such as Vidhu Vinod Chopra, Anupam Kher, Muzaffar Ali, Shad Ali, Shekhar Kapur, Rajkumar Hirani, Aamir Khan, Vishal Bhardwaj, and Suhasini Maniratnam will lead various sessions, making the lineup one of the most dynamic and influential in IFFI’s history.

Setting an inspiring tone, renowned filmmaker Shri Muzaffar Ali conducted the first session of the series, offering participants a glimpse into his rich cinematic philosophy. The Masterclass program this year will explore emerging and future-forward themes, including the integration of Artificial Intelligence in filmmaking, sustainability practices within the creative industry, and technical advancements in cinematography, visual effects, and special effects. Theatre acting workshops led by seasoned experts will further enhance the festival’s holistic focus on performance arts.

He noted that participation in the Expo will enable Goa to highlight its diverse offerings—from wellness and nature-based experiences to cinematic exposure and dynamic nightlife—while engaging with global industry leaders to strengthen its presence in key international markets.

Shri Kedar Naik, Director of Tourism, added that the Expo provides a crucial opportunity to promote Goa’s expanding tourism services and contemporary travel experiences. The delegation aims to highlight improvements in tourism infrastructure, foster international partnerships, and position Goa as a destination that offers both quality and authenticity.

Goa will spotlight a diversified tourism portfolio, including emerging trends such as nocto tourism, which curates safe and vibrant nightlife zones featuring music, culture, and local gastronomy. Film and screen tourism will also be showcased, emphasizing Goa’s appearances in films, OTT series, and international productions. Additionally, calmcations—focused on wellness, Ayurveda retreats, and tranquil nature getaways—will underscore Goa’s appeal to travelers seeking rest and rejuvenation.

The Expo will also highlight enhancements in visitor infrastructure, digital tourism services, heritage precinct development, water-based tourism, hinterland experiences, adventure activities, and community-led tourism initiatives. These efforts reflect Goa’s broader focus on regenerative tourism, ensuring that tourism growth benefits local communities while safeguarding cultural and natural heritage.
