How Goa Is Harnessing Technology to Empower Women Entrepreneurs


Goa is rapidly embracing digital transformation, with women across the state emerging as entrepreneurs, innovators, and digital contributors. From grassroots digital literacy initiatives to advanced technology training and startup incentives, the Government of Goa is expanding economic opportunities for women across both rural and urban landscapes.

Under the leadership of Honโ€™ble Minister for Information Technology, Electronics & Communications, Shri Rohan A. Khaunte, the Department of Information Technology, Electronics & Communications (DITE&C), Government of Goa, is implementing a range of programmes designed to unlock womenโ€™s potential through technology, skills development, and entrepreneurship.

Mahila Digital Sashaktikaran Yojana

A flagship initiative, the Mahila Digital Sashaktikaran Yojana aims to bridge the digital divide, particularly for women in rural and underserved areas. The scheme provides hands-on training in the use of digital devices, online platforms, and essential digital services.

Open to Goan women aged 18 and above with a minimum of 15 years of residency in the state, the programme is delivered through empanelled Information Technology Knowledge Centres (ITKCs), Common Service Centres (CSCs), and Village Level Entrepreneurs (VLEs). Training sessions are conducted in accessible locations such as panchayat halls and community centres, ensuring last-mile reach.

By bringing digital literacy directly to villages, the initiative is improving employability, enhancing digital confidence, and enabling women to access wider markets and online opportunities.

From Villages to Skies: Women in Drone Technology

Goa has also introduced drone pilot training for women under the national Drone Didi scheme. Women-led Self-Help Groups (SHGs) receive specialised training in drone operations and maintenance, opening pathways in agriculture, logistics, disaster management, and environmental monitoring.

For many rural women, this initiative marks a transition from technology users to technology-driven service providers, creating new income streams and fostering entrepreneurship within local communities.

Women-Focused Startup Support under Goa Startup Policy 2025

Under the Goa Startup Policy 2025, the Startup and IT Promotion Cell has launched targeted mentoring and funding support for women-led startups. Women founders working in cutting-edge fields such as Artificial Intelligence (AI), Internet of Things (IoT), Drones, Robotics, AR/VR, AVGC, and 3D printing are eligible for a monthly allowance of โ‚น20,000 for up to 12 months.

This one-time financial assistance supports startups at the ideation, prototyping, validation, or early traction stages, ensuring access to capital, mentorship, and structured guidance during the critical early phase of their entrepreneurial journey.

Building a Gender-Inclusive Digital Economy

From digital literacy at the village level to advanced drone training and startup funding, Goaโ€™s initiatives are creating a gender-inclusive ecosystem where women actively participate in both traditional and emerging sectors.

As digital tools reach remote areas and technology-led enterprises continue to grow, women are becoming key contributors to Goaโ€™s evolving innovation and economic landscape, reinforcing the stateโ€™s vision of inclusive and sustainable growth.

Goa has been conferred with the Winner โ€“ Best Romantic Destination at the prestigious Travel + Leisure Indiaโ€™s Best Awards 2025, further reaffirming its position as one of Indiaโ€™s most admired and loved travel destinations. The award was presented at a distinguished ceremony held at Nandiya Gardens, ITC Maurya, New Delhi, on December 16, 2025. The honour on behalf of the Department of Tourism, Government of Goa, was received by Ms. Swati Prabhu Shastri, currently serving at Goa Sadan on deputation from the Education Department.

This recognition highlights Goaโ€™s timeless appeal, from its scenic coastline and intimate hospitality experiences to its vibrant cultural fabric and seamless balance of luxury with laid-back charm. Over the years, Goa has evolved beyond its beach identity, offering meaningful experiences rooted in heritage, wellness, hinterland exploration, and responsible tourism, making it a preferred destination for couples and travellers alike.

He emphasised that the essence of romance in Goa lies in its culture, warmth, authenticity, and strong sense of place, while reiterating the governmentโ€™s commitment to regenerative tourism that benefits both visitors and local communities.

Director of Tourism Shri Kedar Naik also welcomed the honour, stating that the recognition reflects the consistent efforts of the Department of Tourism, industry stakeholders, and local communities. He highlighted how curated experiences such as heritage stays, wellness retreats, immersive cultural encounters, and responsible tourism initiatives continue to strengthen Goaโ€™s identity while keeping pace with evolving traveller expectations.

Now in its 14th year, the Travel + Leisure Indiaโ€™s Best Awards is a marquee celebration recognising excellence across the travel, tourism, and hospitality sectors. Goa Sets Course to Become Indiaโ€™s First Coastal Aerial Mobility State with MoU Signed Between DITE&C, Tourism Department, and Sarla Aviation


Goa has taken a visionary step toward redefining tourism, technology and next-generation mobility with the signing of a landmark Memorandum of Understanding (MoU) between the Department of Information Technology, Electronics & Communications (DITE&C), the Department of Tourism, Government of Goa, and Sarla Aviation Pvt. Ltd.

The agreement, signed at Paryatan Bhavan, Patto, aims to establish an Advanced Design & Development Center in Goa while setting the foundation for integrating VTOL (Vertical Takeoff and Landing) systems into the Stateโ€™s future tourism and mobility ecosystem.

The ceremony took place in the presence of Honโ€™ble Minister for IT, Electronics & Communications and Tourism Shri Rohan A. Khaunte, alongside key officials including Shri Kabir Shirgaonkar (Director, DITE&C), Shri Kedar Naik (Director, DOT), Dr. Milind Sakhardande (Joint Director, DITE&C), Shri Shawn Mendes (OSD, Tourism), Shri Neville Noronha (OSD, IT), Shri D.S. Prashant (CEO, SITPC) and Mr. Adrian Schmidt (Co-Founder & CEO, Sarla Aviation).

Goaโ€™s Vision for Next-Gen Mobility

Minister Khaunte highlighted the transformative potential of the collaboration, stating that VTOL technology and aerospace design will unlock new opportunities for innovation, tourism enhancement and high-value employment for Goan youth.
He noted, โ€œOur focus is to ensure that every new technology introduced in Goa strengthens the Stateโ€™s economy and benefits our people first.โ€

Sarla Aviationโ€™s Long-Term Base in Goa

Sarla Aviation, backed by prominent investors including Accel, Nikhil Kamath, Binny Bansal and Sriharsha Majety, will establish a dedicated centre focusing on:

  • Advanced aerospace design
  • System engineering
  • Prototype development
  • Testing and R&D

The company is developing a six-seater electric VTOL aircraft designed to reduce congestion by introducing clean and efficient aerial mobility.

Roadmap for VTOL-Based Aerial Tourism and Transport

The MoU outlines a comprehensive action plan that includes:

  • Collaboration with hotel and hospitality partners for premium aerial tourism routes
  • Development of a Goa-specific UAM (Urban Air Mobility) Policy
  • Exploring airport-to-resort aerial connectivity
  • Identifying and supporting a local VTOL service operator

These initiatives aim to make Goa the first Coastal Aerial Mobility State in India, combining innovation with sustainable tourism.

Shri Kabir Shirgaonkar (Director, DITE&C) emphasised that the partnership aligns with Goaโ€™s long-term technology vision, enabling the State to become a platform for designing and scaling next-generation mobility solutions.

Goa Tourism marked another milestone in its international outreach by successfully concluding its Bahrain Roadshow, which saw an enthusiastic response from travel trade professionals, media representatives, airline partners, and members of the Goan diaspora. The evening was graced by His Excellency Mr. Vinod K. Jacob, Ambassador of India to Bahrain, and key leaders from Goa Tourism including Shri Rohan A. Khaunte, Honโ€™ble Minister for Tourism; Shri Kedar Naik, Director of Tourism; Shri Kuldeep Arolkar, Managing Director of GTDC; and Mr. Harish Satlekar, Marketing Manager at GTDC. Together they presented the refreshed tourism positioning of the state, introducing contemporary themes such as Nocto Tourism, Jet-Setting, and CalmCation, brought to life through the newly launched Feels Like Goa campaign that focuses on authenticity, emotion, and the distinctive spirit of Goa.

The event was further elevated by the presence of notable dignitaries from Bahrainโ€™s travel sector, including Ms. Fatima Ahmed, President of ABTTA; Mr. Hussain Zaman, Country Manager for Gulf Air, the only airline offering direct flights between Goa and Bahrain; and Mr. Noel Fernandes, President of the Young Goans Club. Their participation highlighted the significance of the event for bilateral tourism collaboration.

The audience was treated to captivating Goan folk dance performances, including the iconic dekhni and corridinho, which brought the vibrant cultural heritage of Goa to life. Shri Kedar Naik, Director of Tourism, reiterated the immense potential of the Bahrain market and shared that the Feels Like Goa narrative places culture, cuisine, heritage, and immersive experiences at the forefront. One of the major highlights of the evening was the Destination Presentation, featuring specially curated films showcasing Goaโ€™s diverse tourism landscapeโ€”from beaches and heritage sites to festive traditions, hinterland attractions, and new experiential initiatives. The program concluded with a lively networking dinner, where trade partners, media, airline representatives, and members of the diaspora engaged with Goa Tourism officials to explore collaborative opportunities and future possibilities for expanding connectivity and tourism offerings.

Goa Deepens Engagement with Russian Travellers as Delegation Visits Paryatan Bhavan


Panaji, Nov 14, 2025: The Department of Tourism, Government of Goa, extended a warm welcome to a 37-member delegation from Russia at Paryatan Bhavan as part of their week-long exploration of the Stateโ€™s tourism offerings.

Present for the reception were Director of Tourism Kedar Naik; GTDC General Manager (Hotels & Marketing) Gavin Dias; Assistant Director (Tourism) Jayesh Kankonkar; Assistant Tourist Officer Chitra Vengurlekar; OSD to the Tourism Minister Shawn Mendes; and TCI & SITA Chief Operating Officer Ernest Dias, along with officials and key representatives of the tourism industry.

Tourism Minister Rohan A. Khaunte said Goa enjoys a warm, long-standing relationship with the Russian market, marked by mutual trust and consistent engagement. โ€œWe value this continued interest from Russian travellers. Goa remains committed to offering every visitor a safe, pleasant, and memorable stay,โ€ he said.

Director of Tourism, Kedar Naik, also highlighted the enduring bond between Goa and Russia, noting that travellers from Russia have long appreciated the Stateโ€™s culture, hospitality, and lifestyle, making them an integral part of Goaโ€™s tourism narrative.

TCI & SITA COO, Ernest Dias, expressed optimism that Goa would witness strong tourist arrivals from Ekaterinburg and Moscow for the upcoming season, underscoring the ongoing confidence of Russian travellers in Goa.

As part of the reception, GTDCโ€™s Gavin Dias presented an engaging overview of Goaโ€™s diverse tourism profileโ€”its cultural heritage, vibrant festivals, culinary richness, wellness tourism, adventure offerings, and high-quality hospitality infrastructure.

During their seven-day visit, the delegation will explore a range of experiences across Goa, including spice plantations and iconic attractions, while gaining deeper insights into the Stateโ€™s evolving tourism landscape.
