Goa Tourism Moves to Regulate and Standardize Water Sports Operations

Goa Tourism has taken a major step forward in regulating and streamlining water sports operations across the State. At a high-level meeting held in Panjim on October 10, 2025, Hon’ble Minister for Tourism Shri Rohan A. Khaunte engaged with key stakeholders including the Director of Tourism Shri Kedar Naik, Deputy Director Smt Diksha Tari, Captain of Ports Shri Octavio Rodrigues, and representatives of the Water Sports Association of Goa to discuss a cohesive plan for the upcoming tourism season.

The meeting primarily addressed long-standing concerns around lack of standardization in pricing, the need for clearly branded kiosks, and the pressing issue of illegal water sports operations. The Department of Tourism has committed to introducing a uniform rate structure that will apply across all Goan beaches, bringing in much-needed transparency and consistency for tourists and operators alike.

Hon’ble Minister Rohan Khaunte emphasized that water sports are a major draw for visitors and it is essential to offer them a safe, fair, and high-quality experience. He also assured the traditional Goan operators that their legacy and contributions to the industry will be safeguarded, positioning them as key partners in the effort to elevate Goa’s tourism standards.

The Minister also highlighted plans for a forthcoming joint meeting that will include coastal MLAs, enforcement agencies, and other relevant departments to build consensus and implement stringent measures against unauthorized ticketing and unlicensed operations that disrupt the integrity of the tourism sector.

Director of Tourism Shri Kedar Naik echoed the importance of enforcement and inter-departmental coordination. He noted that uniform kiosk branding and regulated pricing will not only improve service quality but also enhance the image of Goa as a premium coastal destination. He reassured registered operators of the Department’s continued support in protecting their interests and ensuring fair competition.

The Water Sports Association of Goa welcomed the initiative and thanked the Department for its proactive approach. The Association noted that a regulated rate structure would protect operators from being undercut by illegal players and would also ensure that tourists are not misled or overcharged by unauthorized agents.

In conclusion, the Department confirmed that once the uniform rate structure is gazetted, operations will resume across major beaches in a more regulated and transparent fashion. Coordination with the Captain of Ports will be strengthened to ensure that only licensed operators are permitted to conduct activities.

This initiative marks a significant stride in improving the standards of coastal tourism in Goa. By enforcing discipline and supporting genuine operators, the Government is working to ensure that visitors to Goa enjoy safe, memorable, and trustworthy experiences — further reinforcing the State’s reputation as India’s premier beach tourism destination.

Goa Tourism Hands Over 20 Refurbished Public Toilets to Sulabh for Better Sanitation at Tourist Spots

On 4th September 2025, the Department of Tourism, Government of Goa, took a major step toward enhancing public sanitation by handing over the operation and maintenance of 20 refurbished public toilets across key tourist destinations to Sulabh International Social Service Organization (SISSO). This initiative is closely aligned with the Swachh Bharat Abhiyan and Goa’s long-term vision for sustainable tourism and improved public infrastructure.

Previously developed under the Swadesh Darshan Scheme by the Goa Tourism Development Corporation (GTDC), the 21 public convenience blocks spanned prominent tourist zones including Ashwem, Morjim, Anjuna, Candolim, Calangute, Baga, Panaji KTC Bus Stand, Siridao, Margao KTC, Colva, Benaulim, Sernabatim, Fatrade, Varca, Cavelossim, Mobor, and Palolem. However, these facilities had been under the operational charge of M/s. Akatva Speciality Services Pvt. Ltd. since 2021.

Despite initial expectations, the performance of the operator fell significantly short. Issues ranged from non-maintenance and delays in constructing new toilets to a complete lack of surveillance and non-payment of license fees. This led to the termination of the agreement by GTDC in June 2024, following legal proceedings where the operator also failed to fulfill interim arbitration conditions. GTDC subsequently repossessed all 20 toilet blocks, secured the sites through official panchanamas, and arranged for temporary security to prevent further degradation.

In response to growing tourist demand and the importance of clean sanitation facilities in a coastal destination like Goa, the government took swift action to refurbish the facilities and hand over their upkeep to Sulabh International—a nationally recognized organization known for its expertise in public sanitation. The toilets located at high-traffic areas such as Baga, Colva, Morjim, Siridao, Sernabatim, Varca, Mobor, Cavelossim, and Fatorda are now operational under a “pay and use” model managed by Sulabh. In one unique instance, the Candolim panchayat has been entrusted with refurbishing and managing the toilet block in their jurisdiction.

The handover is initially set for a period of three months and may be extended for another three months based on performance and outcomes. This initiative demonstrates the government’s commitment not only to maintaining hygienic public spaces but also to creating a positive impression for both domestic and international tourists visiting the state.

By ensuring that these essential services are managed by capable hands, Goa is reinforcing its position as a clean, safe, and sustainable tourism destination, while setting a model for effective public-private partnerships in infrastructure management.

Drishti Marine Lifesavers Deployed at 47 Locations Across Goa for Ganesh Visarjan Safety

Panaji, August 2025: As Goa prepares to celebrate Ganesh Chaturthi, the state’s lifesaving agency, Drishti Marine, has announced its deployment strategy to ensure safe idol immersions across the coastal state.

A total of 47 visarjan points — including 35 beaches and 12 inland water bodies — will be manned by trained lifesavers on all designated immersion days: August 28, 31 and September 2, 4, 6, and 17 (21st day visarjan). The deployment is part of a coordinated effort with the state government to manage public safety and support law and order during one of Goa’s most widely celebrated festivals.
Lifesaving teams will be present at immersion points with known risks due to strong sea currents or limited visibility at night. These lifesavers will guide families through the immersion process, helping carry idols into the water where required and preventing accidents in high-risk zones.

“Safety is our priority,” said Navin Awasthi, CEO of Drishti Marine. “Our lifesavers will be present late into the night to ensure that the immersion process is smooth and safe. Since the sea is still officially closed for swimming during this period, we urge everyone to follow lifesaver instructions and avoid venturing into rough waters.”

Key Deployment Points
Some of the major beach locations include Calangute, Candolim, Miramar, Benaulim, Palolem, Morjim, Vagator, and Baga. Inland locations like Mapusa Tar, Panaji ferry point, Cumbarjua ferry, and Aldona pond will also have lifesavers posted in coordination with local panchayats and public organisations.

Prepared for Emergencies
Drishti Marine has also arranged standby teams and support vehicles for quick response in case of emergency. Each site will have between two to six lifesavers, depending on the crowd size and the location’s risk profile.

Public Advisory
The agency has issued a reminder for families to:

  • Use only designated entry points for immersion
  • Follow all instructions from lifesavers
  • Closely monitor children, especially after dark
  • Avoid non-designated or risky areas, no matter how shallow the water appears

As thousands gather to bid farewell to Lord Ganesha, Drishti Marine’s lifesavers will remain a steady and watchful presence — ensuring that the spirit of celebration continues safely across Goa’s coasts and water bodies.

Goa Beaches to Now Have Demarcated Zones for Safe Swimming: Drishti Marine

Panaji, April 2025 — To enhance beach safety, Drishti Marine, the state government-appointed lifesaving agency, is in the process of demarcating 65 swim zones (SZs) along Goa’s popular beaches, with 40 already in place across 10 beaches, including the Calangute, Baga, Arambol and Colva stretches. The state to feature 100+ swim zones during peak season.

The initiative aims to create clearly designated swimming areas, reducing risks posed by strong currents, streamline movement of water sports vehicles and for better vigilance and monitoring of swimmers. 

Swim zones have been set up at ten beaches: Arambol, Morjim, Baga, Calangute, Miramar, Baina, Bogmalo, Colva, Baga-2 and Ashvem. Each zone features partition moorings to ensure clear demarcation for safe swimming.Proper signage will be installed at all swim zone sites for clarity.

Currently, a total of 40 swim zones have been established, each divided into three separate demarcated areas (depending on the quantum of footfalls received): one each for families, men and one dedicated exclusively to women. 

“Additional safety measures include the installation of speakers to provide real-time safety announcements and warnings. Water sports activities are prohibited in these swim zones in order to prevent any potential mishap. In case of rough sea conditions, red flags are erected to denote that beach swimming is not allowed,” said Navin Awasthi, CEO of Drishti Marine. Public announcement systems have been installed at Miramar, Bogmalo, Colva and Baga beaches.

Awasthi also noted that the concept of a dedicated women’s swim zone was introduced in order to ensure additional safety and comfort of women on the beaches. “Everyone should have a safe and enjoyable experience while visiting Goa’s beaches and stepping into the water for a swim,” he added. 

Plans are underway to further strengthen safety measures with the introduction of 25 additional swim zones along other beaches. Over 100+ swim zones will be erected during the peak season. These initiatives align with Drishti Marine’s ongoing efforts to enhance coastal safety and ensure a secure environment for beachgoers, reinforcing Goa’s commitment to responsible tourism and public safety.
