Instead of replacing human effort, AI is designed to support farmers, frontline health workers, teachers, and local administrators, enabling them to make better decisions with data-backed insights.

Complementing this vision is the governance framework introduced by the Ministry of Electronics and Information Technology. The India AI Governance Guidelines focus on fairness, transparency, and accountability—ensuring that AI systems do not reinforce bias or exclusion. This becomes especially important in rural settings, where digital tools increasingly influence welfare delivery and access to essential services.

One of the most visible impacts of AI is in local governance. Tools like SabhaSaar are simplifying administrative processes by automatically generating records of Gram Sabha meetings, while platforms such as eGramSwaraj and Gram Manchitra are enabling data-driven planning and monitoring at the पंचायत level. These systems are helping decentralised institutions function more efficiently, allowing local leaders to focus on outcomes rather than paperwork.

AI’s influence extends deeply into agriculture as well. Farmers are now benefiting from AI-powered advisories based on weather patterns, soil data, and pest detection systems. Government-backed platforms are offering real-time insights that help optimise sowing, irrigation, and crop protection—reducing risks and improving productivity. In parallel, initiatives supporting informal workers are leveraging AI to connect people with opportunities, skilling programmes, and social security systems.

Education and skilling are also undergoing a transformation. Digital platforms are integrating AI features to make learning more accessible and personalised, especially for students in remote areas. Programmes designed to introduce young learners to AI concepts are building a future-ready workforce, ensuring that rural youth are not left behind in the digital revolution.

A defining feature of India’s AI journey is its focus on language inclusion. Platforms like BHASHINI are breaking linguistic barriers by enabling citizens to access digital services in their native languages. With support for dozens of Indian languages and voice-based interfaces, such tools are making governance more accessible and participatory.

Adding to this ecosystem is BharatGen, a sovereign AI model built on India-centric datasets. Its multilingual and multimodal capabilities are designed to serve diverse populations, particularly in rural and tribal regions where language and literacy often limit access to technology.

State-level innovations are further strengthening this ecosystem. AI-powered chatbots and localised platforms are improving healthcare awareness, providing real-time information, and connecting communities with essential services. These initiatives demonstrate how technology, when adapted to local contexts, can significantly enhance impact.

Ultimately, AI in India is not just about technological advancement—it is about reimagining development. By embedding principles of equity, transparency, and accessibility into its AI ecosystem, India is ensuring that innovation reaches those who need it the most.

Vodafone Idea (Vi) has unveiled its latest Non Stop Hero Plan, a new offering aimed at users who demand uninterrupted internet access and entertainment benefits. The telecom operator says the plan focuses on delivering truly unlimited data without daily usage limits, alongside unlimited voice calling and SMS benefits.

The Non Stop Hero Plan has been introduced as part of Vi’s strategy to cater to India’s growing appetite for high-speed connectivity, video streaming, and gaming. Unlike traditional prepaid plans that restrict data through daily caps, this new offering allows users to stay connected throughout the day without worrying about exhausting their quota.

Select recharge packs under the Non Stop Hero portfolio also bundle OTT subscriptions, enabling customers to access digital entertainment platforms as part of their telecom plan. The move reflects the broader industry trend of combining connectivity with content to enhance value for subscribers.

According to company announcements, the Non Stop Hero range is designed primarily for personal use and aims to provide a seamless digital experience for students, professionals, and heavy data consumers. The plans include unlimited voice calls, daily SMS allowances, and multiple validity options, depending on the recharge value.

DITE&C Announces Statewide AI Hackathon to Strengthen Public Service Delivery

The Department of Information Technology, Electronics & Communications (DITE&C) has announced the launch of a statewide AI Hackathon as part of the Goa AI Mission 2027, marking a significant step towards integrating Artificial Intelligence into governance and public service delivery across the state.


The AI Hackathon aims to encourage the adoption of ethical and responsible Artificial Intelligence solutions to address real-world governance challenges. The initiative focuses on improving efficiency, transparency and citizen-centric service delivery by leveraging emerging technologies within government systems.

Under the programme, government departments, corporations, autonomous bodies and local authorities have been invited to submit problem statements based on their day-to-day operational challenges. These problem statements will identify areas where AI-based interventions can support automated verification processes, early identification of missing or incorrect information, and timely delivery of benefits to eligible citizens.

Following a detailed scrutiny and evaluation of the submitted problem statements, DITE&C will facilitate the development of AI-powered solutions tailored to the specific needs of departments. Selected solutions will be designed to enhance operational efficiency and strengthen service delivery mechanisms.

The Goa AI Hackathon builds on the success of the Goa Open Innovation Challenge 2025, which invited startups and student innovators to address high-impact governance challenges. The initiative received strong participation from across the country, reflecting growing interest in technology-driven public sector innovation.

The Centre for Development of Telematics (C-DOT) has received the prestigious SKOCH Award 2025 at the 104th SKOCH Summit, recognising its impactful Cell Broadcast Solution — a technology designed to strengthen India’s disaster preparedness and emergency response systems.

The Cell Broadcast Solution is a robust disaster and emergency alerting platform that enables the delivery of life-saving information directly to mobile phones in geo-targeted areas through cellular networks. Unlike conventional messaging systems, the platform allows authorities to instantly reach millions of users without network congestion, ensuring timely alerts during natural disasters, public safety threats, and emergency situations.

By enabling real-time dissemination of critical instructions and warnings, the solution plays a vital role in minimising loss to property and saving lives. Its scalable and reliable architecture makes it a key component of India’s growing digital public safety infrastructure.

The recognition at the SKOCH Awards highlights C-DOT’s contribution to indigenous telecom innovation and its commitment to leveraging technology for social good. Over 11 Lakh Services Delivered Online: How Goa Made Governance Effortless


The COVID-19 pandemic underscored a pressing reality for governments worldwide—the need for efficient, contactless, and accessible public services. In Goa, this urgency propelled GoaOnline from a functional e-Governance platform into the state’s digital backbone for citizen services.

Although GoaOnline existed before the pandemic, the crisis accelerated its adoption and expanded its scope. Designed as a single-window digital platform, GoaOnline allows citizens to access government services anytime, anywhere—eliminating the need for physical visits to government offices. From application submission to final service delivery, the entire process is conducted online, ensuring transparency and convenience.

To date, the platform has processed nearly 19.9 lakh service requests, with over 9 lakh citizens completing more than 11 lakh digital transactions. These numbers firmly position GoaOnline as a national benchmark in citizen-centric governance.

GoaOnline currently offers over 265 e-services across 41 government departments. These include essential services such as income and caste certificates, labour welfare scheme registrations, health-related No Objection Certificates (NOCs), and various utility services—covering almost every major citizen requirement.

Recognising that digital access must be inclusive, the Goa government introduced Gramin Mitras, who provide door-to-door assistance, especially in rural and senior citizen communities. For residents like Sheetal Malik from Sankhali, this initiative has been life-changing. Unable to walk to government offices, she received doorstep assistance to obtain her Life Certificate. “The experience was good, and I felt supported,” she shared.

Behind the scenes, GoaOnline is powered by integrated backend systems across departments. This integration eliminates data duplication, reduces processing time, and improves service accuracy. Citizens can track applications in real-time, upload and verify documents digitally, while departmental dashboards enable effective monitoring and governance.

The initiative has gained momentum under the leadership of Shri Rohan A. Khaunte, Hon’ble Minister for Information Technology, Electronics & Communications, who emphasised its larger vision. “GoaOnline is not just a portal—it’s a promise of efficient governance, where technology bridges the gap between citizens and the state,” he remarked.

Looking ahead, the platform is evolving further. The Department of Information Technology, Electronics & Communications (DITE&C) is working on mobile-first upgrades, chatbot support, and AI-driven features to help citizens quickly identify relevant services—enhancing user experience and expanding digital inclusion.

By blending technology with a citizen-first mindset and strong interdepartmental coordination, Goa has redefined how governance can function in a digital era. GoaOnline is more than a portal—it represents a systemic shift toward effortless, inclusive, and transparent governance in a digitally empowered India.
