Right to Menstrual Health Is a Fundamental Right Under Article 21: Supreme Court


In a historic judgment on January 31, 2026, the Supreme Court of India declared that menstrual health and hygiene are integral to the right to life and dignity under Article 21 of the Constitution, issuing a series of comprehensive directions aimed at ensuring dignity, health, gender equality and educational access for adolescent girls. The ruling acknowledged that inaccessibility to menstrual hygiene management measures, such as sanitary products and proper sanitation, undermines the dignity and participation of girls in education and daily life.

A bench comprising Justices J.B. Pardiwala and R. Mahadevan emphasised that access to menstrual hygiene facilities is essential for dignified living and cannot be treated as a welfare benefit alone. The court noted that barriers to menstrual health disproportionately affect girlsโ€™ education, leading to absenteeism, stigmatization and unequal opportunities.

Under the directions, all states and Union Territories are required to ensure that every school โ€” government, government-aided and privately managed โ€” is equipped with functional gender-segregated toilets with usable water supply, hand-washing stations with soap, and privacy and accessibility that also cater to the needs of children with disabilities.

The bench further ordered the free provision of oxo-biodegradable sanitary napkins compliant with applicable standards to girl students. These pads should be made readily accessible, preferably within toilet premises through sanitary napkin vending machines, or, where vending machines are not feasible, at a designated point or with a responsible authority in the school.

In addition, schools must establish Menstrual Hygiene Management (MHM) corners, stocked with spare uniforms, innerwear, disposable pads, sanitary waste disposal systems compliant with environmental rules, and emergency supplies. The Court also directed the establishment of safe, hygienic mechanisms for sanitary waste disposal in line with Solid Waste Management rules.

The Court emphasised the need for periodic inspections of school infrastructure and facilities, including toilets, availability of menstrual products, and proper sanitation maintenance. It also called for gender-responsive education and awareness programmes, suggesting inclusion of information on menstruation, puberty and related health topics, to break taboos and stigma.

The judgment stemmed from a Public Interest Litigation filed in 2024 by social activist Jaya Thakur, seeking nationwide implementation of the governmentโ€™s Menstrual Hygiene Policy for school-going girls and highlighting gaps in access to sanitary products and sanitation facilities.

The Supreme Court made it clear that non-compliance with its directions โ€” including failure by private schools to provide mandated facilities โ€” may lead to deregistration of institutions, and that state governments and authorities will be held accountable for implementation lapses.

Legal experts and educationists have described the verdict as a major step toward gender justice, public health, and educational equality, with the potential to reduce school dropouts among adolescent girls and promote healthier, stigma-free environments across educational institutions nationwide.

India Energy Week (IEW) 2026 concluded in Goa on January 30, with policymakers and industry leaders underlining Indiaโ€™s preparedness to navigate global energy volatility while strengthening its position in international energy dialogue.


Speaking at the closing ceremony, Union Minister for Petroleum and Natural Gas Hardeep Singh Puri said India has successfully managed successive geopolitical disruptions by diversifying energy sources and steadily advancing cleaner fuels. He noted that India remains among the worldโ€™s largest energy consumers and refiners, while continuing to ensure availability and affordability for domestic consumers.
The Minister highlighted the governmentโ€™s focus on compressed biogas, ethanol blending, green hydrogen and biofuels, alongside sustained investments in conventional energy. He said that despite global price fluctuations, India has maintained stable fuel pricing and uninterrupted supply for consumers.
Secretary, Ministry of Petroleum and Natural Gas, Neeraj Mittal, outlined plans to strengthen domestic exploration and production to meet rising energy demand driven by economic growth. He also emphasised the integration of refining and petrochemicals, adoption of digital technologies and use of artificial intelligence to improve efficiency and reduce costs.
India Energy Week 2026, held from January 27 to 30, brought together global leaders, policymakers and industry experts, reinforcing the platformโ€™s role in shaping dialogue around energy security, sustainability and affordability, while positioning India as a steady and reliable participant in the evolving global energy landscape.

New Delhi: Goaโ€™s Minister for Drinking Water, Subhash Phal Dessai, today attended the Minister-level Policy Dialogue on Sustainable Operation and Maintenance of Rural Drinking Water Services held in New Delhi. The dialogue brought together policymakers from across the country to deliberate on strengthening rural water supply systems and ensuring their long-term sustainability.


During the interaction, Subhash Phal Dessai highlighted Goaโ€™s efforts to improve rural drinking water infrastructure and sought Central Government support for strengthening and developing water supply systems across the state.

The Minister also had a strong interaction with C. R. Patil, Union Minister for Jal Shakti, discussing policy support, operational challenges, and opportunities to enhance rural water service delivery in Goa.

The participation reflects Goaโ€™s proactive approach towards ensuring reliable, sustainable, and efficient drinking water services for rural communities, aligned with national water security goals.

Goa to Host India Energy Week 2026 as Cairn Oil & Gas Reinforces Commitment to Aatmanirbhar Bharat

Goa Tableau Showcased at Bharat Parv 2026 in New Delhi

The Goa State tableau on the theme โ€œSwatantrata Ka Mantra โ€“ Vande Mataramโ€ is being displayed at Bharat Parv 2026, a flagship annual cultural event organised by the Ministry of Tourism, Government of India, as part of the Republic Day celebrations. The event is open to the public from January 26 to January 31, 2026, at the Lawns and Gyan Path in front of the Red Fort, New Delhi.


The tableau is being showcased at Bharat Parv as part of a three-year Memorandum of Understanding (MoU) between the Ministry of Defence and the State Government for the selection of State and UT tableaux for the Republic Day Parade from 2024 to 2026. Under the same MoU, the Goa State tableau was presented at the Republic Day cultural pageantry at Kartavya Path in 2025.

Bharat Parv celebrates the spirit of Unity in Diversity and serves as a platform to showcase Indiaโ€™s rich cultural, artistic, culinary, and spiritual heritage, while fostering patriotic fervour among citizens.

The Goa tableau vividly portrays the Stateโ€™s freedom struggle, featuring the contribution of satyagrahis, the historic Aguada Jail (now Fort Aguada Jail Museum), the Ashok Stambh with a larger-than-life statue of Bharat Mata symbolising complete freedom, and the statue of Dr. Ram Manohar Lohia, who played a key role in igniting the Goan liberation movement. The tableau is further enlivened by the vibrant Ghode Modni, a traditional Goan warrior folk dance.

Renowned artist Shri Sushant Khedekar from Ponda conceptualised, designed, and fabricated the tableau. The design was selected by a State-level Selection Committee headed by the Honโ€™ble Chief Minister Dr. Pramod Sawant. The fabrication was carried out at the Rashtriya Rangshala Camp near Delhi Cantt, with a dedicated team of Goan artisans working round the clock to ensure timely completion.

The tableauโ€™s music has been composed by Dr. Saish Deshpande, costumes designed by Mrs. Sangeeta Khedekar, and the folk dance segment presented by the group represented by Mr. Dinesh Priolkar. Steel fabrication and sculptures were executed by Goan craftsmen under the overall guidance of Shri Sushant Khedekar.

The Goa tableau is displayed under the auspices of the Department of Information and Publicity. In addition, the State has set up a tourism pavilion and a Goan cuisine food stall under the Department of Tourism to promote Goa at the national level.

Bharat Parv, held annually in New Delhi since 2016, features a food festival, handicrafts mela, folk and tribal dance performances, cultural troupes, and illumination of the Red Fort.
