Goa Charts a New Course in Drone Innovation and Technology Adoption


Drones are no longer limited to experimental use or specialised operations. In Goa, they are steadily becoming an integral part of governance, infrastructure, and public engagement, marking a shift toward technology-driven development.

Recognising the potential of this emerging sector, the Government of Goa introduced its Drone Policy in 2022 under the Department of Information Technology Electronics and Communications Goa (DITE&C). The policy aims to build a strong drone ecosystem in the state while positioning Goa as a hub for drone manufacturing, research, and development. Alongside technological advancement, the initiative focuses on generating employment opportunities and fostering local talent.

The policy promotes the use of drones for citizen-centric services across sectors such as agriculture, forestry, horticulture, healthcare, mining, and tourism. It also emphasises simplifying regulatory clearances, supporting enterprises under programmes like DSDM and DeTS, and strengthening academic and institutional capabilities in drone technology. By encouraging startups and skill development, the state aims to ensure that the benefits of this growing sector reach local communities.

Since its launch, the policy has translated into tangible progress. Zen Technologies Limited has been allotted land at the Electronic Manufacturing Cluster in Tuem, contributing to the development of local manufacturing and defence technology capabilities. Additionally, a Drone Design and Aero Centre has been proposed at Quitol, envisioned as a dedicated facility for designing, testing, and operating drones.

Efforts are also underway to build a skilled workforce. The Goa Information Technology Development Corporation (GITDC) has initiated the empanelment of DGCA-approved agencies to provide certified training for drone pilots and technicians, with a special focus on women. In alignment with the Central Governmentโ€™s Drone Didi Scheme, the state plans to empower women with advanced drone technology and technical skills, particularly in agriculture and allied sectors.

The presence of drone technology is increasingly visible in public life as well. During the Shiv Jayanti celebration โ€˜Shivshahichi Garjanaโ€™ at Shree Bodgeshwar Ground, a 300-drone light show illuminated the sky, showcasing the legacy of Chhatrapati Shivaji Maharaj in a modern and immersive format. The spectacle highlighted how innovation can seamlessly blend with cultural expression.

With a clear policy direction, strategic industry collaborations, and growing real-world applications, Goa is steadily building a robust drone ecosystem that supports governance, entrepreneurship, and innovation, positioning itself as a forward-looking technology hub in India.
